Deployment Preparation

The Regiment's main effort is preparing personnel for deployment on current operations, including AACAP. Commanders are to design, deliver and record tailored force preparation activities that ensure all 21 Const Regt members are ready prior to force assignment into an operational area.

It is essential that time spent in Mission Specific Training (MST) at the supported unit focuses on tasks that cannot be completed by us. To reduce the demands on the medical, clerical and logistic infrastructure at the supported unit, Commanders are to ensure that personnel arrive for pre-deployment training:

  1. AIRN compliant;
  2. Free of all pending civil and military legal/disciplinary action likely to impede deployment;
  3. Having completed personnel administration; including wills, security clearance, passports, insurance, financial planning, update of PMKEYs and removal requests (if eligible);
  4. Fully competent, trained and qualified in their ECN for the OMD position they will occupy;
  5. Medically, dentally and physically deployable for their intended employment (PM101 / PM102) (Refer to Medical Preparation for Deployment attached below);
  6. Free of the risk of leave-lapsing while deployed or hold a leave lapsing waiver prior to FA;
  7. If weapons are to be carried, qualified on their assigned personal weapon to the designated standard (less the requirement to be qualified on a specific weapon for the operation which the member is not usually trained on;
  8. With up to date and confirmed NOK and PEC details in PMKeys; and
  9. Where applicable, have CFTS:
    • approved by CCMA specifically for deployment (not simply domestic employment), including a period for post deployment leave and administration prior to FA;
    • WEF date no later than the deployment date; and
    • Cease date no sooner than the planned RTA date plus two weeks.

Contingency Forces and Short Readiness Notice (RN) Deployments. The minimum standards for 21 Const Regt members considered "on-line" for contingency forces or short RN deployments are at para 2.

IOT adequately prepare our soldiers to be deployed on operations the following areas must be attended to:

  1. Personal Equipment. All 21 Construction Regiment members are to be in possession (as a minimum) of the equipment listed in the DP1 Checklist which is available by requesting a copy from the EmailContent Manager It is not necessary for individuals to deploy on operations with all the equipment listed, as the equipment carried should reflect the nature of the operation.
  2. Medical Preparatation for Deployment. There are a large number of innoculations and health checks that must be conducted prior to deployment. The key is to start early - at least 12 months prior to an intended deployment, in order to complete all of the innoculation requirements. A detailed listing of all medical requirements for deployment is available by request from the EmailContent Manager.
  3. Personal Administration. Members must ensure their personal affairs are in order prior to their Force Preparation Course (FPC) or MST. This will prevent stress and hardship for families and members during the deployment process. The Personal Administration Checklist form attached below is to be completed during an interview with the member's supervisor or OPS Cell staff member before MST/FPC.
  4. Army Individual Pre-Deployment Certification. Army has now created a Web form Individual Pre-Deployment Certification, attached below, that is to be completed by all Army personnel prior to deployment. This form is to be type written at least as far as the PMKeyS Number so that the auto-generated bar code will link to the correct member in the OPLOG. The form is to be signed off by the CO or XO.

The successful deployment of members on operations requires a significant effort in personal organisation as well as Unit staff support and must be commenced well before a nomination for deployment is submitted. It is the member's responsibility to ensure they prepare themselves adequately, with support from their Chain of Command.
