Welcome to new RSM


Troops, this is my first chance to address you all. As you should have heard by now I have replaced WO1 Patterson who has been posted out for an overseas tour of duty.

As I am not of a RAE background I will be seeking your advice on all RAE matters over all trades. I will seek your input on what your issues/needs are within the Regiment.

I plan on making a few small changes in the interest of improving our work output, safety and efficiency. With regard to soldiers' careers, I will be seeking soldiers to do promotion courses (all ranks) and all soldiers need to do the Junior Leaders Course (as directed by RSM-Army). Trades courses increase your pay and add an increment to your ECN. Promotion only occurs when command assesses that you are ready and you are willing to take the next step.

At all levels we continue to train, lead and mentor; however, we also need to grow: SGTs to become WO2s, CPLs to become SGTs and SPRs to become CPLs. This is not just a rank thing; we need the trades to grow e.g. A SPR carpenter needs to become a CPL foreman carpenter. I know some tradies do not want to leave the job - I understand, however, I will push this issue.

RSM's Background

Warrant Officer Class One Steve Cheers enlisted in the Army initially as a reserve member into the North West Mobile Force (later to become NORFORCE) on 08 July 1986, after completing his training was allocated to infantry as a patrolman. During his time in NORFORCE, he become a patrol signaller and qualified as a paratrooper.

Following his transfer to the ARA he was allocated to RASIGS at 103 Sig Sqn. He has completed postings at:

  • 1 Commando Regiment (126 Sig Sqn)
  • Norforce (as a signaller)
  • RMC Duntroon (Instructor)
  • 1 Commando Regiment (301 Sig Sqn where he was the Comms manager for IRR and later the Regimental Signalls Officer)
  • 17 Signals Regtiment (RSM)

WO1 Cheers has served overseas in Cambodia, Solomon Islands, Bougainville and Afghanistan. WO1 Cheers enjoys spending his time with his family and outdoor activities. He is married to Kelli and has two daughters.

RHQ Activities - 2010

In January, RHQ and SQN command personnel attended EX CAPABULL GROUNDING 10, the CO's Induction Weekend for 2010, over the last weekend in January, in order to be well prepared to efficiently and effectively deliver required outcomes for the Regiment in 2010. In an environment of limited resources it has proven even more essential that all command appointments are singing from the same sheet of music, so to speak, to enable the Regiment to achieve its collective goals. This activity was about starting 2010 with the right information about the right things delivered at the right time.

In May, for the second year in a row, 21 Construction Regiment triumphed at the Defence Reserves Support Committee Awards Night for the Sydney Region with 7 awards including both of the two state awards. (see Employer Support webpage for further details)

Works Section
The end of year posting cycle resulted in a change of key personnel; some of the new appointments in Works Section were familiar faces from previous postings within 21 Const Regt. Previously the OC of 101 Const Sqn in 2009, MAJ Dan Roche became OC RHQ Works Section in 2010, taking over from MAJ Greg Spencer who was posted to 19 CE Wks.

The RHQ Works Section continued to develop potential works for 2010, 2011 and beyond, which met the CO's intent for current and future operations for 21 Const Regt. This included developing the relationship with other ARA and ARes units such as 19 CE Works and 22 Const Regt respectively.

Works Section have conducted recons, planned the unit's activities for the Brigade CATA in July 2010, planned Engineer's Bridge maintenance works in March 2010, designed an Asian training village located in the Special Forces Training Facilities training area and conducted recons for AACAP 2010 and AACAP 2011.
