Assessment Procedures

Assessment
Under competency based training and assessment (CBTA), assessment is to be criterion-referenced (i.e. referenced to specific criteria listed in competencies) and is to be ungraded. The rating of trainee performance is either Competent (C) or Not Yet Competent (NYC). Grading of trainee performance is only to be used to provide evidence that assists with selection processes and/or the granting of awards.

Trainees will be assessed throughout the course on their ability to demonstrate practical competence and theoretical understanding. Trainees who fail any of the assessment objectives will be deemed Not Yet Competent (NYC).

Reassessment/Retest
Trainees assessed as Not Yet Competent (NYC) are to be reassessed on all criteria of the original assessment and achieve a competent grading on all criteria using a new scenario.

Procedure on failure of assessment
The following procedure is to be followed when a trainee fails to achieve competency in an assessment:

a. the instructor is to provide a detailed debrief to the trainee;
b. the instructor is to record a NYC for the assessment;
c. a revision/retraining plan is to be devised by the instructor; and
d. a second attempt at the assessment is conducted.

Further assessment
If a trainee is assessed as NYC after a second assessment, a CO Evaluation Review Board (ERB) is to be convened with the relevant SI and OC to determine a suitable COA. If a trainee is unsuccessful after the second re-test, a DMA BOS is to be convened where the DMA may authorise back class or progress with a DMA warning. If the DMA determines that an individual cannot achieve competence or demonstrates an unacceptable safety risk, the trainee may be removed from training.

Access to Training Files
Trainees are permitted access to their cadet guidance file and training file, including all notes, assessments, gradings and observations contained in the file. Access can be obtained through the OC for the cadet guidance file and SI for the training file and will be allowed, under supervision of a staff member.

Recognition Procedures

Recognition information for FT GSO FAC, SSO and ARes FAC

Courses conducted within RMC-D are designed as a coherent curriculum with an emphasis on leadership and ethics. It is, therefore, often difficult to isolate individual parts of a curriculum, in order to grant recognition, without affecting the integrity of the whole course. With this in mind, recognition is to be approved carefully, assessed on a case-by-case basis and without risk to the overall intent of a training course.

ATI 1.3/2009 provides guidance on granting current competencies. It also provides guidance in relation to attitudinal elements of training. These elements include class interaction, socialisation, teamwork, discipline, command and leadership. All of these attitudinal elements are assessed within the context of training and development for each course.

In addition, ATI 1.3/2009 states that applicants may not be granted competency for training which specifically relates to Army operational/field environment, the equipment is specific to Army and/or there are safety and welfare considerations. A s the FT GSO FAC relates to these three areas as well as a number of attitudinal elements of training, recognition will be considered on a case-by-case basis and will only be granted if evidence satisfies the requirements of the full eighteen month course.

Assessment & Recognition




As part of the Army Registered Training Organisation, RMC works within the Australian Quality Training Framework and its operation within the National Skills Framework. As such, the College have identified a number of Units of Competency from the National Training Information Service which reflect the job requirements of a Lieutenant and, therefore, the training that is delivered during the Full Time General Service Officers First Appointment Course (FT GSO FAC).

At the completion of the course you will receive an AC 344-1 Record of Attainment (ROA) which will detail all units of competence and proficiencies achieved. Copies will be forwarded to your unit and to DOCM–A as appropriate. On successful completion of the course, you will receive a Diploma in Military Leadership.
