Royal Australian Army Pay Corps

Five hundred years before Christ, the Greeks found it difficult to pay their soldiers efficiently. The Romans, who employed many mercenaries in their Imperial Armies, also realised that loyalty and efficiency of such troops had to be bought. Both Empires therefore made a profound effort to ensure that their pay system worked well.

The Royal Australian Army Pay Corps provides the finance and pay services essential to the day to day management of the Army and the morale of soldiers.


The Australian Army Pay Corps was raised in September 1914 to handle the pay and financial matters for the Australian Imperial Force. It was disbanded following World War 1 and then reformed and disbanded for the period of World War 2. In 1948, the Corps was reformed and was granted the prefix of "Royal" in recognition of its service to the 2nd AIF, thus becoming the RAAPC as it is known today.

The role of the RAAPC is to provide financial accounting support including pay and audit functions.

The term regiment, from the Latin word regimentum (to rule) has many meanings. In the case of the artillery, the engineers and in armoured units it means a unit made up of sub-units (ie. batteries or squadrons). However, in the case of the gunners, the Royal Regiment of Australian Artillery itself is comprised of a number of regiments (regiments within a Regiment); yet within the infantry a regiment is an organisation consisting of a number of battalions. Before the 17th century the main military unit was the company. In time they were brought together under the rule (or regime) of a single commander; hence the term regiment.

Clerk Finance (CLK FIN)

The CLK FIN is a solider who is responsible for managing payroll, cash office procedures, unit financial management and corporate governance compliance as well as offer advice on pay and allowances, administrative processes, Non Public Moneys Accounting (NPMA) and financial compliance.

The CLK FIN provides pay services to ARA and ARes members of a unit or area and cashier services as part of a Deployed Forces Cash Office (DFCO) either in Australia or overseas during operational deployments. The CLK FIN is additionally required to provide advice on financial management within a unit of formation including during operational deployments.

  • Advises on entitlements, procedures and processes for claiming all personal entitlements.
  • Performs the duties of a deployable cash office pay clerk and provides pay service to units and headquarters.
  • Acts as the units pay representative and provides financial and resource management to support unit commanders.

TrainingPosting

IET CLK FIN Basic Course: 31 days conducted at ALTC, Bandiana, Victoria. Reserve soldier have the option to complete either the Basic or Modular courses.

The CLK FIN is employed in a variety of ARA, ARes and tri-service integrated units throughout Army and the ADF.

Educational RequirementsTransfers into Employment

Completion of Australian year 9 education (or equivalent) with passes in English and Mathematics.

All applicants for trade transfer to this category are to undergo a Psychological Review and additional psychological assessment may be required. Potential lateral enlistees assessed with appropriate qualifications, generally enter the employment category stream at a prescribed rank and will normally be required to undertake some form of refresher training prior to appointment. Ab-initio and category transfers will generally enter to category stream at the Initial Employment Training (IET) level and be required to complete the IET Courses. Category transferees who hold rank prior to a transfer will generally be required to revert to PTE upon successful completion of IET, however each category is to assess the individual on their merits.

This category's courses meet the requirements for both civilian and military authorities and will make you eligible for:

  • CLK FIN GDE 2 - Certificate II in Financial Services
  • CLK FIN ADV - Certificate III in Financial Services and Statement of Attainment towards Certificate III in Financial Services (Accounts Clerical)
  • CLK FIN UNIT FIN SVC SPV - Certificate III in Financial Services (Accounts Services) Certificate IV in Financial Services (Accounting) and Diploma of Financial Management
  • CLK FIN TECH FIN SVC MNGR - Adv Diploma of Financial Resourse Management

A soldier may elect to trade transfer to this employment category. If a soldier elects to trade transfer to this category, a Return of Service Obligation (ROSO) is required. The length of ROSO for both trade transfer and other category training is in the Chief of Army Determination on ROSO (Army Schedule) on the DGPERS-A website, (DefWeb only). If a member has an existing ROSO from prior training, this ROSO may be served concurrently. Defence policy on ROSO is in DI (G) PERS 33-2 Return of Service Obligation.
