Attraction, Retention and Completion Payments/Bonuses

Div 1: Military Superannuation and Benefits Scheme Retention Benefit

Status: Members who join on or after 6 October 2005 are not eligible for the benefit.

The purpose of the benefit is to provide a payment to MAJ and SGT after 15 years of continuous eligible service, to encourage them to continue to serve until completing 20 years of continuous eligible service. It is designed to duplicate the retention factor of the Defence Force Retirement and Death Benefits (DFRDB) scheme that encouraged a member to serve for 20 years.

An eligible member can be of a rank below MAJ or SGT. Eligible members are defined in PACMAN vol 1, chap 3, part 5, div 1, clause G3.49.

The benefit provides the following types of payment:

  1. An amount equal to a member's annual salary on the benefit computation day; or
  2. A pro-rata amount is payable if:
    1. the member has completed between 15 and 20 years of continuous eligible service and becomes an eligible member; or
    2. a member has completed 15 years of continuous eligible service and will reach statutory retirement age before completing 20 years of continuous eligible service.

The benefit incurs a five year 'undertaking for further service' (UFFS) obligation.

Div 19: Army - Expansion and Rank Retention and Completion Bonus

Status: Members had until 30 Jun 2008 to accept an offer. Division 19 ceases to apply to all members on 30 June 2012.

Defence Determination 2007/7 (as amended) provides for the payment of a bonus to eligible CPL, SGT, CAPT and MAJ to encourage them to serve longer in those or higher ranks.

The bonus provides the following types of payment:

  1. $10 000 retention bonus (AERRB) paid in advance for one year of service; and
  2. $30 000 completion bonus (AERCB) that is paid at the end of three more years' effective service. In some circumstances pro rata payment of the completion bonus may be made.

Div 22: Army - 1 RTB Instructors Scheme

Status:

Members must become eligible for the scheme by 01 Jul 2011. Scheme not funded after 30 June 2012.

The purpose of Defence Determination 2007/20 (as amended) is to offer attraction and completion payments to members who perform the duties of a recruit instructor at 1st Recruit Training Battalion (1RTB).

The scheme provides the following types of payment:

  1. $10 000 attraction payment, payable in advance, where eligible members commence duties as a recruit instructor at 1RTB; and
  2. $10 000 completion payment that is paid annually to eligible members. In some circumstances pro rata payment of the completion payment may be made; or
  3. $10 000 completion payment for eligible members who were posted out of 1RTB between 1 November 2006 and 1 July 2007.

Div 27: Medical Officer Retention Benefit Scheme

Status:

Scheme will cease to apply to all members on 30 June 2013.

The purpose of Defence Determination 2007/67 is to provide an attraction payment and a completion bonus for eligible CAPT and MAJ medical officers in the Permanent Forces. The payment is designed to encourage eligible medical officers to continue to serve for an additional two or three years.

The scheme provides the following types of payment:

  1. $50 000 (2 year undertaking) or $80 000 (3 year undertaking) attraction payment paid on joining the scheme; and
  2. $25 000 or $40 000 completion bonus paid at the end of two or three year's effective service. In some circumstances pro rata payment of the completion bonus may be made.

Div 28: Military Instructors on Temporary Duty

Status:

Scheme will cease to apply to all members on 30 June 2012.

The purpose of Defence Determination 2007/69 is to provide incentive payments to members who complete a period of temporary duty in a military instructor position in Army.

The scheme provides the following type of payment:

  1. At the end of the member's period of temporary duty, an eligible member is to be paid a single bonus amount that is equal to the total of $13.70 for each day of the temporary duty period that the member completed.
