Members Draw Rules - Members Draw suspended during Mess closure
Introduction
The Victoria Barracks Melbourne Sergeants' Mess objectives include the conduct of formal and social functions, meetings and gatherings to perpetuate and teach the customs and traditions of the mess, enhance the military ethos and instil the values of military life in its members.
To assist with the accomplishment of this objective 'The Mess' will arrange a Members Draw each designated Happy Hour.
Local Rules
Hereunder are the local rules governing the conduct of the Victoria Barracks Sergeants' Mess Melbourne Members Draw.
1. A members draw will be conducted in conjunction with The Victoria Barracks Melbourne Sergeants' Mess Happy Hour, held on the Fridays designated on the mess calender from 1500 to 1630 h.
2. The members draw will be conducted as soon as practicable, but not before, 1600 h on the designated Happy Hour as detailed in paragraph one.
3. All Ordinary, Affiliated and Honorary members are eligible to participate in the members draw. Non-financial members and guests are not permitted to participate in the member's draw. (A Non-financial member means RAN and RAAF personnel who by election do not become financial members of the mess. These Service personnel are encouraged to join the mess. (Army personnel are required to be members of a mess under Australian Military Regulations (AMR) and the Defence Act 1903)).
4. The Victoria Barracks Melbourne Sergeants' Mess Membership Number will constitute each eligible member's entry into the member's draw. A Mess member's nominal role detailing each Membership Number is to be made available and its location identified prior to each draw.
5. The Mess Committee will conduct one random number draw within the range of the lowest and highest membership number. This random number will be used to identify the corresponding mess member.
6. The identified mess member is to be present at the draw. If in the event the identified mess member is not present, that prize pool is to jackpot until the following draw. If the mess member claims the prize the prize pool will recommence at $25.00
7. A consolation prize will be made available at each member's draw. The member with the closest membership number either above or below the drawn non-present member's membership number, who presents themself to the draw operators, will be eligible to claim the consolation prize. A time limit of five minutes will apply to claiming the consolation prize.
8. If in the event two eligible members claim the consolation prize of equal entitlement (ie number drawn 100. mess numbers 95 and 105 both present themselves) each are to receive the consolation prize.
9. The members draw is to be paid out in bar stock at the normal non Happy Hour prices. The committee is to authorise and arrange the release of bar stock selected by the member to the current value. Sufficient time should be allowed for the order to be placed and stock delivered.
10. The mess will stake a starting prize pool of $25.00. This amount will jackpot by $25.00 on each unclaimed draw. The jackpot is capped at $500.00. If that figure has been reached, The committee reserves the right to conduct repeated draws until the prize is claimed.
11. A consolation prize of one bar item not to exceed $3.00 will be offered by the Mess and made available each member's draw.
12. All members who participate in the draw are bound by these rules and are to respect any decision made by the committee.
Jokers Jackpot
The Game
A standard deck of cards (with only one ‘Joker') is pinned face down inside a locked display cabinet (known as ‘the Game Board').
A raffle is run and drawn. The winner selects a card from the cabinet.
Select the ‘Joker' and win the cash prize. Select any other card and win the consolation prize as indicated.
Once the ‘Joker' is located, ‘the Game' is closed, and a new game will commence.

The Rules
To prepare the Game, the Supervising Officer, or another nominated impartial person, will shuffle the cards and place them face down on the Game Board. The cabinet will then be locked and remain so until the first draw when it is opened in front of the members who are present. There are two locks to the cabinet with separate keys required to open it. The mess manager and PMC will hold respective keys to the locks. The key holders are NOT permitted to participate in any draw.
The time and date of the draw will be at approximately 1600h during the Happy Hour on pay Fridays. Tickets can only be purchased on that afternoon. The Social Committee will conduct the game.
Tickets to the draw will cost $2.00 ea. There is no limit on the number of tickets that can be purchased.
Only Mess Members who are paying Ordinary, Affiliate or Honorary fees may enter the draw. Transients, guests and Mess Staff are ineligible to enter.
Tickets will be sold and the winner drawn as per a conventional raffle. The winning ticket must be claimed at the time of drawing. If the winning ticket is not claimed within 2 minutes, the raffle is re-drawn until a winner is found.
The committee has the option to elect to conduct more than one draw on any occasion if the situation permits.
If the card selected is the ‘Joker', a cheque for the total value of the prize will be presented to the winner at that time. If the card selected is not the ‘Joker', the appropriate prize is paid out, and that card is then pinned face up and the cash prize jackpots until the next draw.
Once the Joker is drawn, that game will be closed and a new game will be prepared.
The mess will stake a starting jackpot of $500.00. The jackpot will not increase until the opening stake is recovered.
Once the opening jackpot is recovered, 20% of ticket sales will go to the Social Committee. The remaining ticket sales will go into the jackpot after covering any consolation prize(s).
The jackpot is capped at $5,000.00. If that figure has been reached, all proceeds from ticket sales will go to the social committee.
Note: All members who participate in the game are bound by these rules and are to respect any decision made by the committee.
