Registered Training Organisation
Army is a Registered Training Organisation (RTO) and is governed by the VET Quality Framework and the Standards for NVR Registered Training Organisation. As a FORCOMD Training Establishment, RMC-D is required to conform to the Army Training Instruction 1-12 Army Registered Training Organisation to support RTO Compliance, this document provides policy guidance on how Army is to meet its obligations as a Registered Training Organisation. This policy details the changes to the Standards and how they are applied within the Australian Army.

As an RTO, Army is committed to maintaining a quality training system, with quality training products and services that produce appropriately trained individuals efficiently, effectively and safely. And as such Army can demonstrate to Government, other RTOs, Army personnel and the Australian public that it provides assurance that Army training has been conducted to Australian standards prior to the issuance of qualifications.
RMC-D Commitment
RMC-D is committed to the maintenance of quality training and assessment and continuous improvement through the application of the NVR Standards. This commitment ensures that RMC-D contributes to a nationally consistent, high quality vocational education and training system and supports FORCOMD in compliance as an RTO.
RMC-D focuses on the key measures of training quality as defined under the VET Quality Framework as well as providing a more effective and holistic approach in managing and controlling processes, inputs and outputs to meet stakeholder requirements.
Quality Assurance
RMC-D quality objectives include:
a. Using a Quality Management System (NVR Standards) as a tool in achieving best practice outcomes across the organisation.
b. Ensure training is effective and efficient.
c. Ensure continuous improvement.
The quality management system will provide mechanisms for detecting system shortfalls and stimulating process improvements. This will be achieved by conducting Self Assessments and identify opportunities for improvement. Additionally FORCOMD are chartered with conducting Quality Assurance Audits as well as RMC-D can be subject to External (Third Party) Audits on a scheduled basis, expected every 3-5 years.
RMC-D will adopt procedures and disciplines to ensure that:
a. The system is effectively implemented by undertaking relevant skills training and conducting appropriate quality awareness training.
b. Responsibilities for quality are established by communicating these responsibilities clearly to staff.
c. The policy and procedures continue to be appropriate by initiating regular reviews to check effectiveness and ongoing relevance.
RMC regularly reviews the needs and expectations of units that receive RMC graduates and will initiate continuous improvement activities to meet these expectations.
