The term regiment, from the Latin word regimentum (to rule) has many meanings. In the case of the artillery, the engineers and in armoured units it means a unit made up of sub-units (ie. batteries or squadrons). However, in the case of the gunners, the Royal Regiment of Australian Artillery itself is comprised of a number of regiments (regiments within a Regiment); yet within the infantry a regiment is an organisation consisting of a number of battalions. Before the 17th century the main military unit was the company. In time they were brought together under the rule (or regime) of a single commander; hence the term regiment.

Royal Australian Army Pay Corps

The Royal Australian Army Pay Corps provides the finance and pay services essential to the day to day management of the Army and the morale of soldiers.

Five hundred years before Christ, the Greeks found it difficult to pay their soldiers efficiently. The Romans, who employed many mercenaries in their Imperial Armies, also realised that loyalty and efficiency of such troops had to be bought. Both Empires therefore made a profound effort to ensure that their pay system worked well.

The Australian Army Pay Corps was raised in September 1914 to handle the pay and financial matters for the Australian Imperial Force. It was disbanded following World War 1and then reformed and disbanded for the period of World War 2. In 1948, the Corps was reformed and was granted the prefix of "Royal" in recognition of its service to the 2nd AIF, thus becoming the RAAPC as it is known today.

The role of the RAAPC is to provide financial accounting support including pay and audit functions.

Clerk Finance (CLK FIN)

The ECN 076 CLK FIN is a solider who is responsible for the managing payroll, cash office procedures, unit financial management and corporate governance compliance as well as offer advice on pay and allowances, administrative processes, Non Public Moneys Accounting (NPMA) and financial compliance.
The CLK FIN provides pay services to ARA and ARes members of a unit or area and cashier services as part of a Deployed Forces Cash Office (DFCO) either in Australia or overseas during oeprational deployments. The CLK FIN is additionally required to provide advice on financial management within a unit of formation including during operational deployments.

Duties

  • Provides a pay service for members of the area, unit or headquarters to which they are posted.
  • Advises on entitlements, procedures and processes for claiming all personal entitlements
  • Performs the duties of a deployable cash office pay clerk and provides pay service to units and headquarters.
  • Acts as the unit pay representative and provides financial and resource management to support unit commanders.

Education Requirements

Completion of Australian Year nine education (or equivalent) with passes in English and Mathematics.

Psychological

No Psychological assessment beyond that conducted on initial enlistment is required.

Employment Training

IET CLK FIN Basic Course: 28 days conducted at ALTC, Bandiana, Victoria. Reserve soldier have the option to complete either the Basic or Modular courses.

Employment Location

The CLK FIN is employed in a variety of ARA, ARes and tri-service integrated units throughout Army and the ADF.
